P.S Towerguy: One reason they would be reluctant to let photographers take shots from there is a business reason: If a pro photographer goes up there and takes a bunch of shots, they could very easily sell them to various stock agencies (e.g., Getty and the CBC archives would love professional panoramic aerial shots of a future Olympic city in the middle of a construction boom). So the owners probably blanket refuse photography, and only allow people who approach them in the proper procedure.
