Owner wants to subdivide Montgomery Mall property

Bryan Lee, owner of Montgomery Mall, filed an application to divide the Montgomery Mall into four separate lots.

The Montgomery Planning Commission is to address the application at its meeting Thursday at 5 p.m.

Lee's proposed changes would split a gas station near the mall's entrance into a 2.10 acre lot. He also wants to divide the mall building into three properties, according to the application.

He would split two of the anchor stores -- the old J.C. Penney store and the store occupied by Steve & Barry's University Sportswear -- along with some parking areas into their own properties.

The Steve & Barry's propery would be 7.83 acres, and the Penney's property would be 7.24 acres.

The remaining mall and 30.12 acres would be the fourth lot.

With the removal of the temporary bus transfer area to the new intermodal facility, we will see Dexter Avenue's redevelopment really take off now with the city's newest parking deck being built there and the new RSA project on the other end of Dexter starting up soon.

The state is going to tear down the old white state office builiding located behind the judicial building and RSA is going to build a new one...probably up and around the old judicial bldg. From what I hear it is still in the VERY early planning stages. RSA got it in a trade for parking spaces in the ACC parking deck.

Is there a chance this project could reach 8+ stories? Seems if Bronner made a move like that, he's got some type of investment in mind!

Update: Interstate 65 Construction In Montgomery


Many drivers in Montgomery are dealing with daily construction now on Interstate 65.

WSFA 12 News checked on Wednesday with the state department of transportation. They say they are now in phase 2 of the interstate widening project. That project is underway from just south of the boulevard to the Alabama River bridge. WSFA 12 News was told the work on the bridge is almost done, now most of the heavy work is underway on the actual road. Then, in about 6 to 12 months work on phase 3 will get underway.

The widening project should be complete by October of 2009. The goal is to have 6 lanes of traffic traveling through Montgomery.

State swaps old high court building for parking

Alabama's old Supreme Court Building faced a potential death sentence, but the historic building has been saved by an unusual deal in which it is being swapped for free parking rentals for state employees.

Developers can easily go broke trying to save old historic buildings, said David Bronner, Retirement Systems of Alabama CEO.

"The only way to save some is to incorporate something new," he added.

That's exactly what he plans to do with the old Supreme Court Building.

It will become part of a new Dexter Avenue office complex with the old Supreme Court chambers forming a portion of the complex's offices and conference space.

"We'll try to take the old judicial building and save the exterior and use the Supreme Court chambers for offices," Bronner said. "We'll design and build something over the existing building. It will have a unique front to it ... with the old chamber as a main conference room."

The RSA will take over the old Supreme Court building and the property around the former health building during the next three-to-six months, Finance Director Jim Main said.

He said the timing of the deal depends on when the work to tear down the former health building is completed. The health building is behind the former judicial building.

The deal is part of an unusual deal that Main and Bronner described as a swap within the family of state government.

To a certain degree, the building was a white elephant for the state, which had neither a purpose for it nor the funds to renovate it. The state also didn't want to hinder Montgomery's plans to renovate the downtown area by allowing the building to stay vacant while its condition deteriorated.

Bronner said since the state couldn't do anything with the buildings, it just made sense to transfer them to someone who could.

So in return for the building and land, RSA will give the state 150 parking spaces that it can have lease-free for members of the attorney general's office.

The parking spots in the Alabama Center for Commerce parking deck will be needed by the attorney general's office when it moves into the old Public Safety Building, which is now being renovated, Bronner said.

Main was quick to credit Bronner for solving a dilemma for the state about what to do with the aging and leaking legal building.

"Once again, Dr. Bronner has come to the rescue of downtown Montgomery," Main said. "Dr. Bronner is very enthusiastic about the project and has wonderful studies about how to preserve it (the building)."

Probably, but no higher than 10 stories... via the unwritten but understood rule that any building within the capitol complex should be no taller than the capitol dome.

I have my concerns though.... Montgomery has a glut of office space downtown right now, and the new RSA headquarters hasn't even opened yet.

Yes, but except for the Colonial building, is it "Class A" office space that's available? That seems to be the main criteria for the push for new office space downtown.

You've got to think that "Class A" office space is new construction, possibly with height to appeal to the ranks that Alabama and Montgomery are trying to lure.

Montgomery Mall owner gets approval to divide property

The city planning commission voted unanimously Thursday to allow the new owner of Montgomery Mall to divide the property into four pieces.

Bryan Lee of Dothan-based Venture 1 bought the property for $4.4 million in May. An engineering consultant represented him at the meeting.

Steven Speaks would only say that the request was to prepare for the future. Venture 1 has redeveloped malls in Dothan, and Lee has been reluctant to talk in specifics about his plans for the Montgomery property.

Speaks told the commission members there were no immediate plans to tear down the mall and that right now, no one else is interested in buying it.

Former mayoral candidate Jon Dow was the lone resident to voice opposition to the request. He told commission members that the west and south sides of town have already lost too many businesses. He was concerned that Lee's request meant the same will happen to Montgomery Mall.

"We deserve a shopping mall just like anyone else," he said.

But planning commission member John Averrett said the request was a good thing. By subdividing the property, the new owner was setting himself up to sell parcels of it, Averrett said.

Lee applied for the permit to break the mall into four properties earlier this month. At that time, he said his company redeveloped Porter Square Mall in Dothan by setting aside a portion of the facilty for retail space and selling other parts of the mall to another company, which then rented to a grocery store.

Averrett agreed that he was sad to see the mall in its current condition, with few businesses and wide-open, empty spaces.

"That's the mall I grew up going to," he said.

He added that sooner or later, Montgomery will have to invest in the core of the city.

"We keep moving east and eventually we're going to reach the Macon County line and look back and see that we need to grow east, south and west," Averrett said.

Commission member Charlene Cook said she believes dividing the property will increase the number of property owners at the mall, which would ultimately attract more businesses.

"Maybe we will get some good stores there," she said.

In other action, the commission approved:


Final approval of Pike Road Station Plat No. 2, located on the northeast corner of Pike Station Drive and Vaughn Road, in a planned unit development zoning district.


A development plan for a new building to be located at the northeast corner of Vaughn Road and Pike Station Drive in a planned unit development zoning district.


Final approval of Ryan Ridge Plat No. 2A located at 712 Will Newton Drive, 3761 and 3765 Lindsey Lane.


Recommendations for a development plan of a new building to be located on the northeast corner of Carter Hill Road and McGehee Road in a B-4 commercial zoning district.


Final approval of Gay Meadows Shopping Center Plat No. 4, located on the northeast corner of McGehee Road and Carter Hill Road, in a B-4 commercial zoning district.


A development plan for a new building to be located at 7075 Halcyon Park Drive in a commercial zoning district.


Final approval of Phyllis Roberts Plat No. 1 located on the southeast side of Snowdoun Chambers Road, approximately 1,700 feet north of Hobbie Road, in a residential agriculture zoning district.

Any idea how much space has been freed up with the Regions/AmSouth merger? I know they had done some remodeling to Union Bank, but not enough to call it Class A.

Hotel rooms to create demand for downtown

Hotel and tourism leaders say that an extra 430 hotel rooms headed to downtown Montgomery next year won't create a glut of business-class lodgings in the area, but will actually help increase demand.

The Renaissance Montgomery Hotel and Spa at the Convention Center should open in February with 346 rooms and suites. Across the street, in the old Tuskegee Bank Building, a Hampton Inn & Suites will bring about 85 more rooms and suites when it opens in late spring or early fall.

Add in the 237 suites at Embassy Suites, across the street the other direction from the Renaissance, and the immediate area will have almost 670 rooms and suites in a three-block area.

Dawn Hathcock, vice president of the Montgomery Convention and Visitors Bureau, said the demand for upscale hotel rooms in downtown Montgomery is rising and should spike when the convention center opens next year.

Part of the Renaissance will be a spa, and that will bring travelers itself when there are no conventions, she said.

"That spa is going to be world class," she said. "It is going to be a great weekend getaway."

Ray Ezelle, director of marketing for the Renaissance, said the convention center would eventually generate enough business to fill all the downtown hotels on a regular basis.

Convention visitors, he predicted, would return to Montgomery for other business, helping fill hotels between conventions.

"Our goal is to create more demand for downtown Montgomery," Ezelle said. "When we have conventions, it will fill the Embassy and the Hampton and other hotels."

Ezelle said that will create what the hotel industry calls compression -- filling a hotel and pushing guests to other properties. For big gatherings, that compression could reach to the hotels near EastChase.

The Renaissance leadership believes that as more and more travelers visit Montgomery, they will find reasons to return, whether for other meetings, business or pleasure travel.

"We have to brand Montgomery as a new destination," Ezelle said.

The rebranding will include luring regional conventions from venues in other states as well as luring business travelers to stay in Montgomery when doing business in Montgomery.

John Tampa, who is developing the Hampton Inn, did not respond to repeated requests for comment.

Hathcock said her group has been told he has started renovating the old bank building into a hotel with 85 rooms and suites, but she did not know the room size or amenities.

The Renaissance is marketing itself as an upscale hotel with luxury-based rooms. Embassy Suites markets its rooms' size -- all are two-room suites -- and amenities.

Hathcock predicted there would be no shortage of travelers to fill the rooms at all three hotels.

"Supply and demand are both up," she said. "That shows we are growing our market."

The three hotels eventually will become key parts of a downtown entertainment district that includes the Riverwalk Amphitheatre, Riverwalk Stadium, Troy University's Davis Theatre for the Performing Arts and other venues.
