However, move-ins at The Streeter started around August/September 2006. Move-in timing may be what they were referring to when they said completion in 2009 Q1, rather than referring to the conclusion of construction work -- for many purposes, move-ins are the relevant stage at which the building can be considered finished, because that's when the revenue finally starts to come in. (I also doubt that by 'completion' they meant full lease-up, because the timeframe for that is beyond their control. In The Streeter's case it took an extra year to fully lease-up.)
I should add that The Streeter's initial move-ins were limited to the bottom half of the building, while they were still completing the structure of the top half of the building (much like Trump will see the hotel begin operating this winter while it's nowhere near being topped out). That's how a half-year or longer gap can occur between loosely-defined economic completion and actual construction completion.
