i would imagine that moving a hospital with all its moving parts and patients is extremely complicated. I would love to see that plan

Is Prior Place related to the hospital project?

The front of the hospital and research tower are quite nice. A lot of blank walls though, all around. Very little natural light will get in other than the patient rooms in the rear tower. I get that imagining and operating rooms don't have windows, but there's no way 50% + of the facades are those kinds of usages.

My understanding is that the entire parking is underground. Being near False Creek, and maybe in a location that was once water (I'm not 100% familiar with what areas are infill), would it not have a high risk of flooding?

Prior Place isn't directly related, it's not part of the hospital campus master plan.

The north and south walls are thick sheer walls which would be part of the lack of windows. There's also a lot of mechanical spaces on the mid floors.
There is one diagram showing the uses by floor. I can't find it now as google search is now pretty much unfunctional.

The area certainly was formerly part of False Creek but I wouldn't really consider it be to be floor prone save for future sea level rise.

It's only parking underground - all the building’s mechanical room are several floors up. In the event of a flood, or a tsunami, the hospital will still be operational. On-site generators can run the entire hospital for 72 hours in the event of a large earthquake or other large-scale disaster. The building and surrounding roads are built to a very high seismic standard, and has been built five metres above the predicted year 2100 sea level rise.

That part of False Creek, although filled in for the railway yards that used to be there, was fairly shallow. The entire perimeter of the building (and the adjacent research building) were piled to below the lowest level of the parkade, and sealed, so below grade is effectively a waterproof box, (with drains). The excavation was deep enough to go below the bottom of the former Creek, so was into the same glacial material that most of the rest of the Downtown sits on.

You probably won't.

But it is being handled by a company that specializes in this stuff called HCR.

Just a note on windows, there are a lot of staff that have much better working conditions and natural light than they do in the current SPH.

And yes the major mechanical works are on the 4th floor. There are 4 levels of underground parking. Some hospital services are also below ground level.
