There is some flexibility with that - the Richardson Report provides the guidelines for renovating historic buildings in Winnipeg, to accommodate the heavy brick walls, heavy timber construction, etc. within modern fire resistance/energy efficiency requirements.
I honestly think the largest hindrance to re-development is your last paragraph - the buildings were purchased for a song and held on tight by distant or disinterested owners.
There also needs to be some amount of funding made available to ensure that the projects can be viable.
