Portage Place Redevelopment Update

  • TNRED hosts Build Canada Homes for significant housing announcement

Earlier this week, the federal and provincial governments and the City of Winnipeg joined to announce Build Canada Homes' funding commitment toward Manitoba housing projects. True North Real Estate Development was pleased to host federal Housing and Infrastructure Minister Gregor Robertson and Manitoba Housing, Addictions and Homelessness Minister Bernadette Smith who made the announcement at the former Portage Place mall, near the site of the future TN-SCO 92 Inc. housing tower – a project that will be supported by this funding. Up to $73 million will help deliver 821 homes in Winnipeg and Swan River, the majority of which will be supportive or transitional or for low and moderate-income households.

TN-SCO 92 Inc. will bring 207 downtown residential units to market in 2029 as part of Portage Place’s redevelopment, with up to 40% of units to be rented at affordable rates, below 80% of the median market rents for the area. As part of the announcement, TNRED President Jim Ludlow had the opportunity to highlight the partnership with Southern Chiefs’ Organization on the residential tower and the broader impacts of Portage Place’s redevelopment.

Pre-construction activities continue on the residential tower with deconstruction anticipated to begin before the end of calendar 2026.

  • Healthcare Centre of Excellence reaches level 5

PCL Construction and trade partners are now more than five months into construction of the Healthcare Centre of Excellence with crews having recently placed concrete on the fifth level. Work continues on the tower's elevator shaft and stairwells. Preparation has begun for building the exterior envelope of the tower, and next steps include mobilizing for exterior studs and drywall. Additional subcontractors will join onsite work in the coming months.

Concrete is being poured and a tower crane is in place at Winnipeg’s former Portage Place mall, where True North Real Estate Development is building a $300M health-care tower backed by a 35-year provincial lease.

The 12-storey, 300,000-SF healthcare centre is rising at 375 Portage Ave. on the mall’s east block, marking the first major vertical construction in True North’s $650M redevelopment of the downtown property.

The building is designed as a downtown health-care campus rather than a conventional medical office tower. It will bring together primary care, mental-health and addictions services, surgery, diagnostics and dialysis, while providing a significantly expanded downtown home for Pan Am Clinic.

The site is being developed by True North, which acquired the 6.4-acre Portage Place property in November 2024. True North paid $34.5M for the land, parking facilities and air rights, while the price paid for the mall itself was not disclosed. Connect reported at the time that the transaction cleared the way for redevelopment of the 1.2M-SF total complex.

Central to the deal is Manitoba’s commitment to lease the health-care centre for 35 years. The long-term government tenancy provides the redevelopment with an institutional anchor as True North converts the former enclosed mall into a mixed-use property.

True North is also adding needs-based retail to the tenant mix. Red River Co-op committed this summer to about 29,000 SF for a grocery store and pharmacy under a long-term lease, including a tenant improvement allowance from the developer. Co-op expects to take possession in 2028 and invest more than $10M in the location.

The broader redevelopment also calls for housing, neighbourhood services and new public space.

That skywalk is just awful, its refresh is well past due.

The residential tower has been issued a construction permit:
25-221882 MU-2026-09-04, Construct Addition. Concurrent Building Permit Review - Construct 21-storey, 207 unit, residential tower that will sit 19-storeys atop the existing 2-storey Portage Place mall.

Permits:
25-199683 DP-2025-09-26,
Permit. Housing Accelerator Fund - Development Permit Application for a proposed 177,249.31 sq. ft. 21 storey residential tower that will include 207 residential dwelling units. The 19-storey tower will sit atop the existing 2-storey southwestern corner of Portage Place Shopping Centre.

One would hope they do the refresh during the construction of Pan Am. It would look hilarious if it stayed suspended in time, between the Hydro Building and the newly built Health Centre lol

I was a teenager when those walkways went up, even then I knew they wouldn't age well. I'm feeling hopeful that the walkways will be reskinned... Hard to imagine leaving them as is (yikes!)
