One needs to remember that for about 15 years beginning in the late 1990s it was nearly impossible to even get a DT/waterfront proposal even in front of City Council for discussion regardless of its merits, much less approved. The money and time wasted trying to get things off the ground had a chilling effect. One wishes we had a bit of that today, now that uninspired cookie-cutter apartment blocks are popping up everywhere like dandelions.

Such a massive, negative effect on the city by a relatively few voices that will echo for generations.

That is sooner than I would guess from looking at it from the street... another move-em-in-before-occupancy-permits-are-issued-and-just-suffer-the-fines situation?
