Is that to the highest occupied floor or overall structural height? In other words, can you build up to 1200' and then add a architectural feature or spire? Or must the architectural feature/spire's height be included in the 1200' limit?

Correct. That was a slight challenge to get to. Austinites worry about tourists finding this spot, but Austinites have trashed it more than any tourists ever would. So sad.
