Technically the reason I would think Hwy 75 is only 110 from US to St Jean is because entering Morris MB, you slow down to 50km/h. Therefore if it were a consistent divided expressway bypassing Morris and St Norbert, it would probably be 110km/h worthy.

Alberta is 110, yet goes through Strathmore at 60 km/h. But that's Alberta. In Manitoba, I'm sure that's not the reason why 75 is the way it is.
Once the twinning from Virden westbound was finished years ago, the speed limit freom there increased while the rest of MB remained at 100 km/h My guess is that was because the TCH slowed down for traffic lights in Brandon, 16 and Elie.
Now was for Portage, while the TCH does go around Portage to the south, it's still a bypass. Many 110 km/h highways slow down when traversing major cities. Moose Jaw and Swift Current are like this.
