Downtown Montreal, as defined by Statistics Canada, leaves quite a bit out (compared to their rather generous operationalizations for many other cities). For example, it falls well short of extending even to the Jacques Cartier Bridge!

They define downtown Abbotsford as being about the same geographical size as downtown Vancouver.
I don't think these areas are useful for comparing different cities. They are useful for tracking changes in one city.
The discussions comparing statscan's defined downtowns is much like the discussion comparing metros, but probably even more subjective, as there are more factors. As someone mentioned earlier, it's most useful feature is for a particular city to gauge general growth for the downtown area, or at least a defined core area.
