It is exposed to winds from the NW and N.
If I walk one block up Victoria Road from where I live the change in temperature and wind chill is significant. Or, stand on Dartmouth Common at the ball diamond and you will notice a significant change from lower down at Park Avenue.
If you live in peninsula Halifax there is a significant temperature difference between the northern part than in the south end.

Halifax isn't a particularly windy city with other cities such as Calgary, Hamilton, Toronto, Moncton and others having, on average, more days of strong wind (52 kph or above) annually. But fog, that's a whole 'nother story. What's obvious is that the closer you are to the open ocean the more foggier and cooler it becomes. This is especially true in spring and early summer. This pic illustrates one of many days each year where it'd be perhaps 10 degrees warmer at OBV than it would be in south end Halifax.

With the prevailing westerlies blowing across the broad fetch of Bedford Basin, and fog banks which can suddenly blow up the harbor when the winds change, the Shannon Park area can be quite chilly, even mid-summer - and it's quite changeable.

Anyone who ever sat through their young kids' soccer games at the Shannon fields can attest to that!

I noticed that they were pouring concrete on Saturday. Not a deep excavation and no sign of a crane base yet.

I think this is a similar group to who is behind the new buildings at King’s Wharf. Quite a bit of forms and concrete were in on the newest building before any signs of a crane. I’d expect similar methodology here.

I saw two guys wearing orange vests and hardhats standing on the big pile of dirt at Shannon Park earlier today. A fast ferry terminal and the build out of Shannon Park must be right around the corner.

I don’t know what I saw exactly, but today I took the Princess Margaret Blvd exit off the Circ today just before the MacKay bridge which puts you into Shannon Park. At the end of the ramp you get a view of a tower crane working just a couple of floors up right now with a typical poured concrete structure underway. Not sure what one it is or what the plans call for.

One thing I hope is in their plans is an elevated section of the road to be built over the existing level crossing close to Windmill Rd.

I've moved your post to the correct thread. The tower crane is up at what is the old Ocean Breeze Village, specifically at the two white buildings on the far right in the rendering below. Your post prompted me to google it to find some renderings and it turns out it has now been renamed and has a website for selling the development lots;

There is also a rendering for townhouses (presumably Site 3) available on WM Fares' Website

As for the rail crossing there are no plans in either Nova North or Shannon Park developments to upgrade it. It is a chokepoint that will get worse as the thousands of units come online. With the ramps to the 111/MacKay there is a way for general traffic to avoid the issue so it's not really a safety issue, rather it is just an inconvenience of being on the Dartmouth shoreline.
