Why would any infrastructure be built specifically for a sports team at any venue? Why would this not be universal infrastructure (if were talking change rooms and training centre). If history repeats, we'll have a cycle of a half dozen sports teams come and go through the doors at the arena in the next 20 years. Whomever sets up shop will do some fit-up, customize their space, but the bones need to be available for just about whomever might want the space.

I think that the City was willing to tailor the spaces to the Charge's needs to try to keep them at Lansdowne. But you are right, it should be a universal space and the team(s) using it would be responsible for fit up and customization.
