A few different global economic shifts have advantaged Halifax in the last few years compared to the 2010s and earlier. It's a very strategic location with an established defence industry so Canada finally getting up to its promised range of NATO spending is a huge plus.
I tend to think that there has been a kind of up-shift to higher growth and that the city will be better known and considered more important, even though the population is smaller. It has hit some degree of critical mass and will be considered more by default for corporate investment, people thinking about where to move, etc.
