No. Tex-Mex food isn't Northern Mexican food. Tex-Mex food is an American creation, like BBQ or soul food.
Excluding birria, it's relatively uncommon to see Northern Mexican food in the U.S. You're much more likely to see Poblano or Oaxacan or even Sinaloan mariscos restaurants. There's carne asada but that's really everywhere in Mexico now.
