It would depend on the density. The site is now zoned for the approved scheme, with the two rental towers, with a density of 14.5 FSR. A proposal that meets the base density wouldn't need to be a rezoning, but that would have a lot less density.
It might be possible to change the approved rezoning through a text amendment (which would have to be approved by Council). There's already 100 room hotel proposed behind the facade of the State Hotel, in the podium.
It's likely one of the rental towers could be considered for a hotel, providing the below-market rentals and the heritage retention that were promised as part of the rezoning are still achieved.
