The King St scramble was always awkward. I've been there many times with no pedestrians and the vehicles are all just waiting for nobody.
Go to Montreal for example, where they will typically have leading pedestrian signals. And many locations do have scramble crossings because vehicles are already waiting for the pedestrian signal anyways. The logic is different there. No right turns on red. Pedestrians first.
