I think Dubai would come top of this list, even with different interpretations of what the Middle East constitutes. You could easily see the Middle East superhubs coming to dominate these lists in the decades ahead; there is a vast and growing catchment within 6-hours flight time that will draw in a lot of operators.

The high density of legacy long-distance European carriers will also inflate figures for non-European airports, whilst Europe’s proximity to more of the global aviation market will increase carrier access.

I think Heathrow would come 3rd in this list (behind Dubai and JFK), and one carrier ahead of CDG as the list misses Uzbekistan Airways. I’m actually surprised that Heathrow is so high up; the airport is running well beyond capacity (foolishly just two runways) which reduces scope for new emerging airlines to find a slot. That has created an absurd situation where individual slots can go for as much as $75mn, which is unheard of anywhere else in aviation.

I came to a count of 32 for Gatwick, 11 for Stansted and 5 for Luton. City and Southend aren’t served by non-European carriers. I think part of the question is whether you interpret non-European Turkey (Ankara, etc…) as ‘European’.

The pressure on Heathrow means that 25 non-European carriers serve more than one London airport (e.g. Emirates serves Heathrow, Gatwick and Stansted).

In total, 79 non-European carriers serve London’s airports.

By my quick count of the Dubai airport Wikipedia page, Dubai is served by about 34 airlines based on different continents. Give or take a few depending on whether you consider Turkey or Russia to be Asian or European. Also, United is the only U.S. based carrier that flies to Dubai.

Thanks for the comments guys, Yes, Turkey and the Middle East were the sticking point, or actually the entire Mediterranean and the Middle East, should be a region, because the flights from North Africa just across the Mediterranean would qualify as domestic flights within the US. IDK. Oh, also "Austrailsia" probably could have been a thing too, like A/NZ/Papua New Guinea/Oceania, but then I wouldnt be true to the the criteria...
