Shaping the Future of Regina’s Centre Square Area

A recent article published by 980 CJME highlights findings from the City of Regina's public engagement process for the Centre Square Area, a neighbourhood described as one of Regina's most urban and mixed-use environments, with significant unrealized potential.

This is exactly the kind of complex, layered urban context that MRA finds most meaningful to work in, and we are proud to be leading the planning work ahead.

MRA is honoured to be part of the project team retained by the City of Regina to develop a comprehensive Planning Strategy for the Centre Square neighbourhood, alongside Urbanite Advisors and McGowan Russell Group. This is an area with a strong foundation and a compelling future, and we are grateful for the opportunity to contribute to shaping it.

We have a deep passion for Prairie cities. The challenges and opportunities they present. Regina's Centre Square embodies much of what makes prairie neighbourhoods both distinctive and worth investing in.

We believe that planning in today's environment must be critically examined, highly strategic, and grounded in the full complexity of a place. A good planning strategy must be actionable. It must be flexible enough to adapt as conditions evolve, while building the kind of community and institutional momentum that turns plans into outcomes. Above all, it must be developed from a wholistic perspective: drawing in as many voices and as much context as possible to ensure that the strategy reflects the real needs, values, and realities of the people and systems it will serve, today and into the future.

That means rigorous background analysis, meaningful public engagement, honest market assessment, and clear, implementable direction. It means understanding what makes Centre Square Area distinct, and building on that, not erasing it.
MRA Planning + Development

Probably just following the construction schedule. Uncertainty over level of contamination may have had them build in some slack time between cleanup and construction. Not supposed to be done until 2029.

Continuing rebar at Costco and starting to close up some of the forms. Not much work on the chambers today, but the angled gravel coverage reminded me of Zamfir. Were getting ready to start lifting trusses at Albert Street. I was going to head back later for some video, but it was still windy. Maybe better weather tomorrow night or sometime Saturday.

The spill cleanup is costing a ton and I bet CPKC paid for none of it.

57 photos this morning. Toronto & 15th project still seems stalled again. Extending the data centre berm closer to the substation and push up more top soil in the SW corner. They had been avoiding the long fenced off area.

It got really windy when I was in Eastbrook which drained a battery fast. They were scraping off topsoil from the Towns school site. Its getting hauled to a new topsoil dump beside Anaquod just north of the ball park. Probably going to prep the site enough though school funding isn't finalized yet. It looks like they are going to connect Eastbrook to Arens before connecting Arens to Anaquod.

Nothing going on at the Albert bridge site when I was there as they had been working last night. Going to need to modify traffic flow, move the cranes and bring in more beams before they start today.

I went to check on the bridge work yesterday evening and they were just setting up around 7:30 so I didn't bother to stick around for a video since it was windy anyway. Also windy again tonight, looks like some calm days starting Wednesday. Pile work started on the Douglas Park project.

I was set to order an RTX 3060 12gb video card for accelerating video work in Da Vinci Resolve but one final search to verify compatibility indicated the free version of Resolve doesn’t support mp4 h264/265 acceleration under Linux which is the entire point of getting a gpu. Since my computer upgrade is getting postponed I might as well get a second high capacity drone battery. As a bonus extra weight makes the drone more stable in the wind.

Tying more drainage into the storm water pit, but no work in the pit today. Building the permanent entrance into the Costco site. Continuing to work on the new Westerra roads.

AI says: Yes, the Wingate by Wyndham in Regina has officially completed its rebranding. The property previously known as Wingate by Wyndham at 4025 Albert St is now operating as the Royal Hotel Regina, Trademark Collection by Wyndham. While it no longer carries the Wingate name, it remains within the Wyndham family.

AI can be so wrong at times. When i pointed this out:

You are completely correct, and I apologize for that mistake. I mixed up the properties. The Wingate by Wyndham Regina located at 1700 Broad St (at the corner of Saskatchewan Drive, across from Casino Regina) is not changing branding. It remains fully active under the Wingate by Wyndham flag.

Yeah the Royal Hotel is on South Albert so it was sorta right, haha. I hadn’t heart anything about Wingate changing branding.

Some more yellow chambers at the Costco and extended the gravel a bit. Another floor poured at the LTC site (probably yesterday), and starting the columns for the 5th floor. Setting up forms to pour the first floor on the 3rd wing. At the data centre they are starting to haul top soil to a field just east of the site. Top soil moving had stopped for a week or so while they were moving dirt to build up the west side of the site. Quite a bit of dirt work since Saturday just east of the pad with the pile drilling, yet another building pad should pop up there soon. I took other photos out there but many were out of focus due to camera settings, light and wind. I had the ISO locked to 100 with auto shutter speed, and the shutter was getting to slow in lower light to handle movement in the wind. I'll have to use full auto when the shutter speed starts getting low.

Is there a PDF anywhere outlining that last bit of Harbour Landing development in the SE corner?

I found the rezone application but it doesn't include the roads. Looks like they are adding alleys now, to access rear parking I suppose. https://www.regina.ca/export/sites/Regin...ick-Road-5080-5050-5010-Lewvan-Drive.pdf

In auto dealership news, Crestview Chrysler is building a new dealership to the east of Capital Auto Mall on Rochdale and Vanstone. Olympic Auto is converting the former Staple east into a car dealership as part of its Supercentre.

Was wondering when Crestview was moving over there since it's all Axelson owned. Wondering if it will be renamed to Capital Chrysler?

I'm curious what will happen to the old Crestview Chrysler lot?

Starting to install the inlet manifold for the Costco storm water chambers. First perimeter wall concrete pour must have been yesterday as they were removing the forms this morning. Starting to dig the interior column footings. While determining the new store is the same size as the east one I noticed the building is mirrored with loading docks on the right side not left, I wonder if inside will be mirrored as well or mostly laid out the same. I went past the Grasslands residential project site, and no activity yet.

I should do a full site overhead mosaic for the Costco site so I can overlay the diagram. flylitchi.com has a free tool for automating the image capture, and auto updates if you lower height for higher resolution.

Ugh, building permit issued for that location inappropriate Namerind downtown housing at 1840 Lorne. $150,000 demolition permit for the old Canadian Blood Services building.

BYD Dealership?

It used to be a Canadian Tire. I believe it has a full basement.

Thanks for the fantastic images as always gecho. There's now significant work occuring with the Speakers Corner Renewal project. They have the north bank ripped down on the south end of Angus Blvd, with part of the creek closed off, as well as major holes dug for new storm water pipe in Wascana south of the CBC building near the lake path and of course work occuring right at Speakers Corner. Some aerial images of those sights would be cool to see if you're around there.
