And public property doesn't imply universal access. Try walking into the CSIS building claiming you have a right to be there because "public property" and watch what happens.
Also, there's been a broad movement to start restricting access anyway. Today some dude is playing soccer. Tomorrow somebody else is going to use it as a quick launch point for a drone. Many of us have complained for years that this kind of casual access needs to be cut off. After Operation Spider Web, the higher ups are starting to understand.

I know some soccer and baseball leagues used those fields in the past, but didn't know what was currently happening with them.
Agreed that public property doesn't imply universal access, but it does imply an obligation to consider the public interest in the decisions that are made. I can understand that there would be legitimate security interests at play - I'm just not sure where a legitimate security perimeter would end, and whether it needs to extend out to the fields along Carling beyond the ring road.
