A big part of its mandate in 1910s when the Fort Garry Campus was built was agricultural education. Of course they moved out there. Lets not pretend like the Fort Garry Campus is some post-war suburbanism byproduct, its over 100 years old. Some of the trees out front of UC were planted as a memorial to alumni who fell in the Great War for Pete's sake.
