620 PORTLAND STREET, DARTMOUTH has a proposal by Kiel Developments to develop a 9-storey building with 215 residential units and some commercial along Portland Street. The proposal is being considered as a Transit-Oriented Suburban Area Opportunity Site so it follows site-plan approval process with proposed variances.

Property PID 40519571 is an approximately 5,752,000 square foot undeveloped site along Highway 7 in the Rural Enterprise zone of Planning District 8&9 (Lake Echo and Porters Lake). The site has two existing water courses and roughly 788,180 square feet of existing wetlands.

The general bare land strata development strategy is to provide 6 sub lots along Highway 7 for future commercial development with three sublots behind; Building 1 - "My Home" which will be affordable housing (Multi Unit Dwelling) , and Building 2 - "Bright Breeze" and Building 3 - "Veterans Village" which will both be Institutional (Shared Housing with Special Care). Zone RE requires 10,000 square feet of lot area per unit for Multi-Unit Dwellings limiting the unit count under that use on this site to 575. Building 1 - "My Home" will be a 575 unit Dwelling. All three developments will be operated by a not for profit. Each housing complex will include a core of community amenities such as indoor gardening, classrooms, gathering spaces, and suites for medical care providers for residents.
