First housing development on former ESCO site revealed

One of the first projects to redevelop the former ESCO property in Northwest Portland is taking shape.
Public records show housing nonprofit Mercy Housing NW filed an application for early zoning assistance for a housing project at 2480 N.W. Wilson St. The application showed Mercy Housing would develop the property in two phases.
