Airframe/engine combo doesn't even need to be ETOPS certified to fly ETOPS 75.
Still, adding life rafts and survival gear to the A220 might not be cost effective, especially considering the benefits will only be felt on one route, YQB-PTP.
It's much simpler to convert that route to the Max 8, just like YQB-FDF, or operate it the long way around with the A220. It's only 1x weekly winter seasonal, after all.
As for Ottawa, the only route that comes close to entering ETOPS airspace is YOW-PUJ, and it can easily be flown without the need for ETOPS 75. Staying 60 minutes from an airport is a 1.6% detour at most. Same thing for YUL-AUA/SDQ.
So my opinion is that AC won't even bother with it. PD won't either I think. All signs point to them launching DR, Aruba and Barbados flights, and they can easily be flown without the need to go into ETOPS territory, especially from YYZ.
Barbados however, like YOW-LIR, is pushing the limits of the E295 in terms or range, especially on the return.
