Doesn't look like much happened at the aquatic centre site since I was last there. 3rd floor ICF walls filled with concrete at the Toronto & 15th project. Working on the next section of second floor of the LTC building, might pour it by the end of next week.

I'll check out the second part of the north ring road bridge demo tonight and tomorrow morning.

Battery got low at the worst possible time. I was waiting for this to fall down and of course it had to do it during a battery swap so I missed it by about a minute. Won't get around to uploading the photos / videos until the afternoon.

Took a night panorama over by the refinery after I was done at the bridge. Long Ring Road train on the way back home. I'll have to try this again with a shorter shutter time to see if I can't get less light glare, and closer to 9th Ave N.

Some say SE - SouthEast (Arcola) is separate from old school E - East (Fleet/Dewdney E)

Significant roadway upgrades are planned to accommodate increased traffic during construction. Several grid roads surrounding the site will see changes, with the main improvements focused on upgrading Park Street to a primary weight asphalt route.

According to the report, care is also being taken in terms of noise and environmental effects.

These include proactive noise and air testing and the selection of low-noise cooling equipment in addition to making sure the noisy components are as far away from neighbouring properties as possible.

Today, the Honourable Buckley Belanger, Secretary of State for Rural Development, announced a major investment of more than $29 million in Regina's South Trunk Wastewater Upgrade project to address capacity limitations and support the City's future growth.

The current South Trunk sewer system requires upgrades to address existing capacity limitations, reduce flooding risks and untreated discharges to the Wascana Creek. The project will ensure the system can meet the challenges of the increased flow, while adding enough capacity to support further growth and development in the City.

The money should help fill holes in the city budget over the next few years. There are 3 years left on the project and the city already committed to spending the money regardless. A good chance they'll be able to get additional funding for the $75 million NW sewage pumping station project.

I could be wrong, but my understanding is that this $29M and any other potential future federal infrastructure grants should free up debt room for the city, as they're all debt committed projects. I believe that enough room should be opened up with these grants for the necessary funds needed for the central library renewal. It's a shame and quite frankly embarrassing that this project has been put on ice once again and hasn't been sorted out after 17 years of discussion. A city of Regina's size and wealth should easily be able to make this happen and its cost keeps going up the longer the city delays.

I suppose it offsets debt not operating revenue. In theory there would be interest savings, but the city always has things they want to finance so they'll keep pushing borrowing to every new limit.
