The city has grown up in the spaces between the viewplanes. And yes, in the areas outside of the viewplanes the buildings are of a pretty consistent height, but that's due to height limits - nothing to do with the viewplanes themselves.

Nova Centre is in a viewplane. Go to the area opposite the town clock and see if you can see th harbour.
