Even to glaze it to simulate like there's windows on the machine room floors would probably make it look less like a windowless monolith you'd find at an Antarctic research base.

No, it's the front, but it will be partially obstructed from view, with another building right in front of it.

I guess they thought "why make it beautiful if no one can really see it"?

You can notice a few changes, like irregular window placement, from the renderings.

And the mosaic-like patterned sections do look a bit like band aids, which is appropriate perhaps.

Found a bizarre Gileadesque enclave on the North eastern edge of Calgary. There is no streetview beyond this point:

There are many acreage community developments on the outskirts of the city, but this one is borderline creepy.

I found it by accident while scoping out the boundaries of a hideous new suburb with no normal road access to the north. It's called Homestead and actually proclaims to have easy access to Stoney Trail and connectivity to the rest of the city. Check out the aerial view:

And this is the final product, a raw concrete bunker.

It’s not the ugliest building ever, but I think it’s not great…especially the part on the left with red & blue.

Rather than soften the streetscape, that pink metal tree makes it even more inhospitable and oppressive looking. It actually looks like it’s withering and dying. Sad looking. Like some dystopian Michael Whelan painting.

Somebody was probably trying to brighten the mood with that pitiful pink tree, but it only makes the scene that much more dismal. The only thing working for good around there is the ivy. Let it cover the entire edifice!
