Anyone have handy access to the map where higher buildings are permitted (and if so, what are the maximum elevations, in light of the mountain and associated sight lines)?

does it need to advance to at grade level to count as under construction?

Passed it the other day - it's actually above ground now and a few levels up, just tough to see from the street.

I've known for a long time that Montreal's height limit is governed by Mont Royal but why? What makes some steep hill next to downtown sacred ground?
