It did sail down under its own power the tug was just in for drydock as well.
I assume they use those two above ground fuel tanks at Lonsdale Quay next to the bus loop?
EDIT: There's some 2025 project to replace the fuel tanks as part of a system wide "2025 CMBC Transit Centres and SeaBus Fuel Tanks Relocation/Replacement"
