While the City of Windsor has proposed a 10-year capital expenditure of $2.26 billion, $317.3M is planned for 2026, "with a continued focus on roads and sewers infrastructure," according to a budget summary report. City council still must approve the budget with a special budget meeting being held Jan. 26. Specifically, $163.8M is being earmarked for for roads, $60M for sewers, $29.2M for parks and rec, $5.4M for public transit. Notable road projects would be around the NextStar Energy battery plant and new regional hospital including adjacent Sandwich South lands primed for development. Specifically: $45.7 million for Banwell Road Corridor improvements, $20.7 million for Lauzon Parkway and Cabana Road East infrastructure improvements, $3.8 million for the Minor Road Deficiencies Rehabilitation Program, $3.1 million for Provincial Road / Division Road Corridor improvements, $6.0 million for Howard Avenue Corridor infrastructure improvements, South Cameron Boulevard to Herb Gray Parkway, $2.2 million for Walker Road infrastructure improvements, $3.7 million for Tecumseh Road East infrastructure improvements, $7.7 million for University Avenue / Victoria Avenue infrastructure improvements, $2.8 million for Riverside Drive Vista improvements.

A plan for a four-storey residential building at the busy SE corner of Howard Ave. and Ottawa St. would increase density in the mid-city neighbourhood and business district. The proposal by Masotti Construction would see 25 units - 129 units per acre density - along with 25 parking spaces, located at the building's rear, "screened" from public streets by the building and a berm. There would also be a building setback above the third floor "to break up the volume of the building and provide for private amenity spaces." The corner has long had an auto sales lot on it. The proposal was to have gone before the city's development committee this week but the meeting was cancelled. - 6/2/26
