My understanding is that Marquess owns the land.
I believe there is a deal with Carrington Real Estate to build essentially a carbon copy of their development by Jubilee on the eastern most portion of the Parker Lands - 16 and 22 storey buildings.
The rest of the development will go the same way as the Distillery District has by selling portions to different developers.
...or in typical fashion, Marquess will dick around for a while till someone agrees to give him a pile of money for the property and he will make a tidy profit over what he initially paid.
