That's gotta be one of the dumbest things I've ever heard. If something that serves a region containing nearly half the country's population can't qualify as a nation building project because it doesn't serve the whole thing, then what project does? That's why there are multiple projects across the country.
The only thing of any relevance in the article is the cited cost-benefit ratio. It does make me wonder what inputs and assumptions the C.D. Howe Institute used for that.
