Ottawa Macdonald-Cartier International Airport (YOW/CYOW) 1.0

I flew in from Orlando to Ottawa yesterday on PD and approx 20 passengers were connecting to Vancouver. Since the plane was late there was a mad rush to make the connection, but anybody with checked-in bags had to wait at carrousel and check-in again (approx one hour process). The Porter plane was waiting for the passengers, but surprised that given they are using Ottawa as a base they don't have baggage go straight through to destination like other airports?
