Can anyone substantiate this?
Almost $1million in building permits taken out by 3A Holdings. Could be a franchisee.

New tenants of Regina city hall cafeteria to run ‘Capital City Kitchen’
By Cole Davenport
Published: November 27, 2025 at 10:16AM EST

“We can’t wait to bring you all the homestyle goodness you love, now with a dash of Hillside’s legendary smokehouse flavors,” Dad’s Diner said in announcement online.

“As always, we’re committed to working with local suppliers and bringing in the best regional ingredients. Plus, we’re super excited to expand our social benefit program right here in the heart of the city. Think community meals, pay-it-forward tokens, and more,” Hillside Smoke ‘n Que said in its own update.

The city hall cafeteria has undergone several iterations, and re-opened in 2018 following renovations. It’s been sitting vacant for the last several years.

According to the City of Regina, the new kitchen will open on Jan. 5, 2026 after a soft launch the week of Dec. 8.

“Capital City Kitchen will bring homemade meals, local ingredients and a welcoming atmosphere to everyone who lives, works or visits the area,” said Mike Powell, manager of facilities and building services at the City of Regina. “All of Administration is looking forward to the new cafeteria and to welcoming visitors to City Hall.”

New city-owned cafeteria opens in Regina City Hall
The city added the new cafeteria will feature daily hot specials, fresh made breakfast, grab-and-go items and a rotating menu of Saskatchewan-inspired flavours.

The city also confirms the new kitchen will partner with community groups to provide programming that supports “social inclusion, employment and skills development and community engagement.”

The cafeteria is located on the main floor of city hall and will be open to the general public during business hours.

Mr. Breakfast is re-opening on December 15th. I recall it being a tasty greasy spoon type of spot, hopefully it is as good as I remember.

That little shack on Albert and 7th? Wasn't this rumored in the spring and then it never opened? Do you have a source?

IHOP and Applebee’s to open dual location in east Regina

Pancake lovers can look forward to the arrival of a dual International House of Pancakes (IHOP) and Applebee’s location in east Regina.

A now-filled job posting for an Applebee’s-IHOP Restaurant Manager was posted on Indeed calling for applicants to be part of a first-of-its-kind restaurant opening in Saskatchewan.
A formal opening announcement has not yet been made by the company, but a similar Applebee’s and IHOP location was opened in Winnipeg earlier in 2025.

An Applebee’s restaurant was previously located in south Regina, while another in east Regina has rebranded.

IHOP does not currently have any locations in Saskatchewan.

Lots of work going on at the new Starbucks at Vic and Arcola. They were installing all the counters/equipment/furniture. It is my understanding that you buy all that from Starbucks and they install it all to preserve consistency. Should be open in the coming weeks.

I've heard the same thing (from reddit users) for a few months now, that it's going very near the Local Market/Everyday Kitchen buildings.

Hi Everyone!
Just want to give a little update as its been a bit since I have posted.
Following the announcement of my parents (Joe & Brenda’s) retirement, we have received an amazing response from our community and our team. Based on your feedback, alongside our team I will be moving forward with a new location. Unfortunately, delays with the City of Regina have pushed our timeline back, but we’re hoping to make an announcement with an opening date in the near future. Thank you for your support and your patience.
Can’t wait to open our doors!
Natasha (Joe’s Daughter) 😊

And Some Flower Cafe has opened up in the Warehouse District on the corner of McIntyre and 8th. It's a neat place and great to see so many cool spots going into that neighbourhood.

Yes, it's a beautiful looking space. They also do well with leaning into the social media game. And the combination of flowers and coffee are a good match. Their first location was/is in Calgary.
