There is an image of what I think you are referring to in the Winnipeg Unbuilt thread.
Ultimately it lead to the Forks development as spin-off to the Core Area Intiative.

I noticed they were putting fencing up on those fence posts we were discussing a couple pages back. Things are starting to happen.

Construction Begins on Railside Mixed-Use Neighbourhood at The Forks

WINNIPEG — Construction is underway on Railside at The Forks, a new mixed-use neighbourhood planned for downtown Winnipeg.

The development will eventually replace surface parking lots with year-round housing and public spaces just north of The Forks Market.

Officials on Thursday announced Phase 1 of the project has begun, marking the first step in a multi-decade development intended to create a residential and cultural hub integrated into the historic site.

“Railside will become a modern village that invites Winnipeggers to experience more of The Forks,” said Sara Stasiuk, president and CEO of The Forks.

“Railside’s interconnected public spaces, courtyards, alleyways, and art installations are all designed to foster connection, exploration, and cultural expression throughout the seasons.”

The first three buildings are being developed by Burrow, designed by 2 Architecture and constructed by Concord Projects. Six additional development teams will be responsible for the remaining buildings in future phases.

The neighbourhood will consist of 10 mid-rise buildings, four to six storeys tall, offering a mix of condominiums, market rental units and deeply affordable housing. The buildings are planned around sunlit courtyards and pedestrian-focused pathways intended to reduce wind, increase daylight and preserve sky views.

Phase 1 covers 3.5 acres and is expected to remain under construction until at least 2027. It will include about 350 residential units across nine apartment buildings and one condominium building.

When fully built out over three phases by 2040, Railside is projected to include up to 1,200 residential units.

“More options for downtown living are key to creating a neighbourhood that is vibrant and thriving,” added Kate Fenske, CEO, Downtown Winnipeg BIZ.

“We’re thrilled to see this project take shape that will soon give people more opportunities to gather and connect downtown. We know more people living, working and visiting here drives economic activity and improves public safety.”

So instead of all ten buildings in Phase 1, now they are only constructing three buildings with the other seven buildings coming at a later date? But not in the previously announced Phase 2, which is still the other half of Railside between York and the ballpark that hasn’t been planned yet.

Reading some of that did not give me warm and fuzzies. But 'future' could mean like 3 months from now.

3 phases, future, decades long. All do not give me good feelings. 2040 build out, seems reasonable at the current pace. But with the northern portion not being really planned at all yet (from what we know here), 2040 even may be a stretch.

Ten buildings in phase 1, phase 2 will complete the development to York Ave. And phase 3 is the development on parcel 4.

I think that’s just awkward wording in the article. Phase 1 is all the buildings we’ve seen. These first buildings are just getting a jump on the spring.

Yes, sometimes news stories on construction and development struggle with details. The first phase is 10 buildings. 3 are under construction right now. The remaining buildings will begin construction in the coming months.

Phase 2 has no developers or building designs yet. Phase 3 is down the road.

Phase 2 being the little piece left over south of York? Edit: I see WPG Guy mentions this. Almost arguing semantics at this point.

I'm a huge fan of the developments we've seen so far for Phase one, especially the Site 09 development being done by Number TEN. I also really like the middle one being done by 2 Architecture (the one that isn't boxy, not sure how to describe it..)

If phase two is rolled out in similar fashion, with the public getting slow but steady insight into the designs, it will be really exciting. This is by far my favourite ongoing project to keep tabs on right now.

I also really, really hope they get ballsy with the building heights in phase two. The entire project will look great no matter what im sure, but I think having a bigger discrepancy in height among the buildings will really make this a marvel to look at. A small tower would be a subtle bonus for the skyline. Even if they got to 10 or 12 storeys id be happy with that.

I agree. I think a couple 10-12 storey buildings in the NW part of phase 3 would look especially good. Kinda stepping up the skyline towards Portage and Main.
