It definitely seems like the Port prefers the new Central Core alternative. From a passenger flow perspective it works well: passengers whose final destination is Portland could arrive at the existing international arrivals corridor, without needing a bus to get there; passengers connecting onto a flight would enter the terminal between Concourses D and E (near the future common use lounge).
That said, I really don't love that it would block views from the new terminal to the runway and the Columbia river. That was a big part of the design intent for the project that's only now nearing completion.
The Concourse E extension probably only makes sense if the Port expects to see a really big increase in the amount of international flights. It would effectively be a new terminal, with its own parking, check-in counters, security, etc.
