Lowering rents is the last thing these companies want to do because then, when they do their 2.5% increases each year, they are starting from a lower point, and as such, each increase is smaller than it would otherwise be.

The low-rise apartment building on Wonderland Road that had that awful floor collapse is even offering 2 months free rent. York was holding off on offering the free 1-month rent on their "luxury" buildings, but as of the last week or two even they have started offering it.
