These times can vary from 7 pm til 5 am depending on the freight traffic.

Freight traffic runs all day and all night.

These residential developments on railside are born to fail if developed.

Rail noise negatively affects people through auditory and non-auditory effects, leading to sleep disturbances, stress, and potential cardiovascular problems like hypertension, stroke, and heart disease. The noise can also cause annoyance, fatigue, and difficulty concentrating, with vibration from trains exacerbating these effects. Chronic exposure to high levels is a significant health concern, increasing the risk of chronic conditions.

As I directly live across from and facing the Forks on Garry, I can attest to the noise.
I would bet millions of people live nears tracks around the world. Imagine the people in NYC and Chicago alone who live alongside tracks. You ever been to europe? I stayed in an Airbnb in Southhampton England this summer where my windows literally looked down on two main line tracks with a train going by every fifteen minutes. By morning i didn't even notice it anymore.
