Who will win? Board set to award NYC casino licenses at Monday meeting

By Robert Pozarycki, Shane O’Brien, Sadie Brown and Emily Swanson
Posted on November 30, 2025

As many as three downstate full casino licenses could be awarded when the New York Gaming Facility Location Board meets in Manhattan on Monday.

The board’s Dec. 1 marks the end of a long, two-year campaign to bring full casino gambling — including lucrative table games such as blackjack, craps, and roulette — to the New York City area. Just three bidders for the three licenses remain in the running, though it is not a guarantee that the board will award all of the licenses on Monday.

With only 3 bids left to choose from, all 3 were awarded licences. This of course includes tge Bally’s in the Bronx, a bid singlehandedly revived by Eric Adams, lol. Absolute clowns.

NY state board OKs 3 casino licenses for NYC — and Trump Org can get $115M

By Carl Campanile
Dec. 1, 2025

Quote:
A state board on Monday awarded three licenses to operate the first Vegas-style casinos in New York City that are expected to generate billions of dollars in tax revenues, jobs and economic activity — two in Queens and one nearby The Bronx.

The New York Gaming Facility Location Board — in a 5-0 vote — approved licenses to all three finalists:

-Mets owner Steve Cohen and Hard Rock’s Metropolitan Park gaming complex near Citi Field.

-The Genting Group Resorts World’s slots parlor’s expansion to offer table games next to Aqueduct race track.

-Bally’s bid to open a casino on the property of President Trump’s former golf course at Ferry Point near the Whitestone Bridge in The Bronx..
Quote:
The state Gaming Commission has the final say, and will decide whether to ratify or reject the proposals by year’s end.

Each winning bidder is required to pay a $500 million license fee upfront — the admission price for the right to operate a casino.

The $1.5 billion in license fees will go to the MTA.
Quote:
A pool of what was once 11 bidders has dwindled to three. All the flashy proposals in Manhattan including in Times Square and Hudson Yards were shot down or withdrawn because of community opposition.

The board members noted that the casinos will generate billions in tax revenues as well as thousands of jobs.

The report said the city’s dense population plus domestic and international tourism could support three casinos.
Quote:
As part of the deal to acquire the lease to the Ferry Point property, Bally’s has agreed to pay the Trump Organization $115 million if it won the right to operate a casino.

Oof. This is going to be a nightmare for traffic on the Grand Central and Whitestone.

Weird and a bit outrageous, that a metro known for its urban density and skyscrapers, is getting three suburban style casinos at up to $5 billion apiece.

This is what happens when NIMBYism runs rampant. They were only left with 3 options to choose from. The proposals all should have been judged on merit, the best possible proposals for the city and state. Instead, you get casinos where you really shouldn’t. Everyone knows Manhattan is where the tourist and the money they bring with them are. Shame on the city and state that with multiple proposals there, they couldn’t get a single one through. NYC can surely fuck up development. But at least the more affluent neighborhoods of Manhattan don’t have to host a casino. Shameful.

New Jersey, also not known for the best decisions, should put one on the Hoboken waterfront. Or maybe Jersey City.

I agree. This was absurd. The HY was the best proposal by far. It would have attracted a lot of tourists. They are unlikely to take the train to Flushing.

They won’t even have a train to take to the Bronx casino, if they were so inclined, which they won’t be. That goes for New Yorkers as well btw.

Metropolitan Park will be amazing for The City and the Mets. That area was a dump and now it's going to have the Mets, a soccer stadium, what is essentially our national tennis courts, housing, a world class casino, a park, etc. Steven Cohen won't let it fail.

The other two are whatever. Better than nothing. Worse than HY.

In total, this will be 5,000 new hotel rooms for NYC.

Just awesome.

Rooms especially this time of year are outrageous.

seems like instead of the rando bx it should have went to the existing empire city in yonkers like it did to the existing aquaduct site. i think it was to be an mgm development, but they dropped out for some reason.

Some BS. I was hoping for a Manhattan casino, and a skyscraper. Not a suburban office (casino) park.

Maybe Jersey City will revamp its 95-floor proposal

Meh, all the site plans look like suburban hellholes.

I preferred the two Hudson Yards proposals (Related and Silverstein) but this is a bad take.

The Hard Rock will likely be one of the most transit-oriented casinos anywhere. It's next to the 7 train and LIRR. They're also paying for a big transit rebuild. Also, it has multiple 350-foot towers.

The Bally's will have a 300-foot tower, will replace a parking lot, and will include bus upgrades.

The Resorts World will include a number of new towers, thousands of units of housing, and a subway station rebuild.

Also, the two Hudson Yards sites will almost certainly pivot to large residential projects. The Outer Borough sites, if they weren't chosen, would never redevelop to such scale.

Ok! I need to take a closer look.

Again people, this isn’t the thread to discuss your personal views on casinos or gambling (or drinking, or whatever else you feel grown adults shouldn’t have the right to do). Casinos are legal, and they are happening, hence the development, which is what we are discussing. If you don’t care for it, that’s perfectly fine. But go don’t care for it somewhere else.

There were only 3 options to choose from. They chose from what was available.
