In a move to generate non-tax revenue, the City of Vancouver has launched a request for interested parties who want to advertise via signs and billboards at various public locations around the city.
The city already allows advertising via street furniture contracts that includes bus shelters, benches and kiosks. The city also has 20 digital panels under this contract — mainly downtown — that generate $200,000 to $230,000 a year in revenue.
Additionally, there are 36 “billboard faces” on city lands. That contract generates $261,000 per year for the city, according to a staff report that went before city council in September to create a “public realm advertising framework.”
“Without a set of overarching guiding principles, the city’s approach to public realm advertising has been lacking a holistic, strategic approach,” the report said.
“This has resulted in inconsistency in how different proposals are addressed, some unintended consequences, and importantly, substantial foregone revenues for the city.”
Council reviewed the report and approved the framework, which has led to the city recently posting a “request for expressions of interest” to identify and clarify market interest in advertising in the public realm along streets' rights of way.
The nine suggested locations identified in the document (and allowable size of sign) are:
• Oak Street and Highway 99 (large format).
• Southeast Marine Drive and Knight Street (large format).
• Ironworkers Memorial Bridge and Highway One (large format).
• Expo Boulevard, near Science World (large format).
• McGill Street, near the Pacific National Exhibition grounds (large format).
• Southwest Marine Drive and Manitoba Street (medium format).
• West 4th Avenue and Granville Street (small format).
• Boundary Road between Marine and 45th (small format).
• Cambie Street Bridge, near Vancouver Police Department (small format).
