In terms of the Red River Ex/ASD area, the Red River Ex site claims "240+ days". For example The Ex site is currently hosting WitchyWonderland until the end of the month and is already working towards opening WinterWonderland, aka the event that caused them the worst traffic issue. ASD has its own set of programming on the go all year round too.
I do get that being stuck due to a fatal crash 🞵🞵🞵🞵🞵, having been stuck in one for 2.5 hours.
Even then, I don’t think that having access points every 2 km is the solution either. Even if they’re all protected by interchanges, the close spacing makes a design speed of 130 kph or higher unattainable. Case in point: ON-401 through Kingston. This is not to mention that the cost will be high.
On a new build, we may as well do it correctly right from the start: no cross roads.
As for emergency vehicle access, that’s what the paved shoulders are for.
For the bypass, 3 access points should suffice: SFX, Trunk 334, then the Perimeter Highway, nothing else. In Ontario, we have freeways where the spacing between 2 exits is 20 km.

One intermediary access is enough. To the point about the directional ramps made by Bomberjet, I've always been confused about the way they depicted the directional ramp myself, because in the long run, that isn't the biggest volume of traffic. I would have to assume highest numbers/most useful configuration would be perimeter NB to HBP WB. Honestly, probably don't need a second one beyond that.

It depends on the truck volume coming out of there. Again, if this were designed by MTO, they would have Perimeter NB to HBP WB (and vice versa) be the main travel lanes.

Does anyone know who ended up winning the award for PTH 100 and Highway three interchange?

The bid goes in on November 12th, with low bidder to be notified by the 21st. I heard that one of the 3 prequalified bidders dropped out, so there will only be 2 bids.

That seems super fast for something that's taken a billion years to be developed. 9 days to award?? Haha

I'm assuming there's been intermediate presentations and meetings along the way.

Technical submissions have already been submitted. It's just the money left to figure out. It won't be a public opening, so it might be a while before the winner is announced. However, it will begin in the spring regardless of who it is.

There are a lot of big companies that have zero interest in working here when they could be working on some of the big jobs out west. Or maybe they got a big job somewhere else and are at capacity? And yet the Concordia / HWY 59 interchange renewal project had the lowest tender bid from Julmac Contracting Ltd who is a company based in eastern Canada.

I have never heard of Julmac before now, but they beat out PCL and MD Steele for the project.

They are a bit of a mystery to us. They had some jobs go sideways on the east coast according to a news search I did. I think they are a bridge contractor, more like MD Steele than like PCL. I think they are working with someone local. That job had a lot of concrete and asphalt on it so there might be a lot of subbed work. There's a pretty good chance they won't get award because PCL was very close behind them.

Looks like PCL was $900,000.00 more in round figures.


If Julmac did get the contract, then it would sort of be like when Flatiron Construction Canada from BC won the interchange contract at the intersection of PTH 59 and PTH 101 contract and subbed out a lot of the work locally.

There's enough larger companies around who have interest in Manitoba. But ya maybe Mcgillivray wasnt large enough. I could go on about it. But when there's money available, people will come. We've worked with Spanish companies frequently on large design-build and P3 projects, for example.

CCW/Perimeter is currently setup for large truck volumes for all directions of travel except SB to WB. There is a current flow for SB to WB but it is a stop sign across four lanes of CCW. If I recall correctly there was a design plan to add a SB to WB ramp if/when there is demand. It feels like a really odd cost cutting choice when the EB to SB flow was built out to the point that currently unused bridges were built.

They will complete the cloverleaf and add another bridge for collecting the 2 loops. If they did decide to do with a directional ramp to the headingley bypass, it would obviously be something different. I think this may be why there's nothing built on that east side.

Conversely, there is an unused bridge sitting on the west side of the railway overpass for the bypass traffic. It was built for constructability ease which is not the norm.

My googling hasnt brought up any results except for Biffs post haha

From my understanding, it'd be either Graham or PCL team that dropped out. And based on my knowledge of those two, it'd be Graham.

I noticed the McGillivray Interchange project section was updated on the MTI website. Timelines align with what's been discussed here. Construction start in 2026.
