I get the goal they're going for; they're trying to activate the entire stretch of Mitchell, and at least one side of MLK, between the stadium and South Downtown, as soon as possible. That is a laudable goal and I get why they're moving to develop these sites first.
But I don't feel like a 5-over-1 is a good use for that plot of land because of the history of the N-S building and its importance to the railroad.
They're obviously looking for a "quick fix" for this site. I've got a better idea. An elevated plaza park that goes between Mitchell, Nelson (Steele Bridge) and Trinity. And beneath it, hide a couple of floors of parking, and add some retail on the ground floor, facing the N-S building. This would be a pretty simple project; it'd complete the below-street level portion of the N-S complex as a "mall" area, leave the view of the N-S building, provide extra parking for the eventual hotel conversion of the northern section of the N-S building, and provide an open park area for South Dosntown & Castleberry Hill, which has no parks.
