Edgewater Approves 1,200-Unit Development at Former Hess Waterfront Site

Last week, Edgewater’s planning board granted final approvals to an application looking to rejuvenate a long-dormant parcel at 615 River Road. The property was owned by Hess Corporation and served as home to oil tanks for decades before it was purchased by 615 River Road Partners in 2014.

A thorough environmental remediation of the property was completed by Hess and the new ownership, but a lengthy battle ensued over the land. 615 River Road Partners filed a notable lawsuit against Edgewater in 2017, alleging that the town and local developer Fred Daibes were conspiring to block their previous plans for a major project totaling 1,800 residential units.

The case was eventually settled in 2019 and Edgewater declared the land an area in need of redevelopment last year. The buildout of the project is a joint venture between New York-based The Maxal Group and Denver’s Envirofinance Group.

The 1.2-million-square-foot development is designed by New York-based FXCollaborative, whose work includes The New York Times Building and several projects along the Brooklyn waterfront. The entirety of 615 River Road will include three 25-story towers, with two situated on the property’s northern side.

Developer Secures Funding for 381-Unit Project at 615 River Road in Edgewater, New Jersey

Earlier this month, developer Maxal Group acquired $255 million from S3 Capital for the construction of 615 River Road, a 25-story residential building in Edgewater, New Jersey. Designed by FXCollaborative, the structure is the first phase in a $1 billion master plan and will yield 381 units along with ground-floor retail space. The property is located along the Hudson River near the intersection with Archer Street.

Renderings show the building’s massing divided into a large multistory podium and a tower with setbacks along the eastern edge of the upper levels. The façade will be composed of glass and gray metal paneling with a corrugated geometry that will make for bay window layouts, increasing the units’ natural light exposure. A landscaped amenity deck is depicted atop the podium, offering residents views overlooking the river. Broad canopies protrude from the corners of the ground floor, which features a glass curtain wall for the retail frontage, and new tree-lined sidewalks will surround the property.

Galaxy Capital brokered the transaction for S3 Capital’s construction loan. The site, once operated by oil company Hess, currently sits vacant and overgrown. Maxal Group purchased the nearly 18-acre property in 2014, but construction efforts were delayed by legal disputes that lasted until 2019, then again by COVID-19 disruptions. The development is contingent upon a remediation of the former industrial site, as well as the allocation of 8 acres of the master plan for a new school and a 2.5-acre public waterfront park with 650 feet of river frontage for the 18.5-mile Hudson River Waterfront Walkway.

The full master plan calls for more than 1,200 residential units, over 1,000 parking spaces, additional ground-floor retail space, and a new public ferry terminal that will provide access to the west side of Manhattan in less than 15 minutes. There will also be on-site NJ Transit bus stops with service to the Port Authority Bus Terminal in Midtown, Manhattan.

A construction timeline, unit breakdown, and list of amenities for 615 River Road have yet to be announced.
