Why do you think it would have to be viewed in the US? It would be regular Blue Jays games, viewed on the usual Canadian outlets.
Which is a helluva lot cheaper than building a whole new stadium.
Again, this would be a regular thing for the Jays. They would play 1 or 2 homestands there. That's maybe 8-20 games. If they can get at least 30K at each game that would generate plenty of revenue.

I'm not sure why a suburb of Vancouver would want to spend hundreds of millions of dollars to blast a hole in the side of a mountain for a stadium that's difficult to get to and would give them no benefits.
Vancouver's large stadiums are right downtown and next to rapid transit for a reason. Building a large stadium in a suburb that's already got terrible traffic problems is a terrible idea.
