Vancouver undoubtedly contributes more to below-market housing than other municipalities, but for the most part it's either leveraged social housing (like Co-ops in SEFC and River District), or the sites where BC Housing and/or CMHC then provide the funds to build and maintain the development. There are some SROs, Downtown, and a few former hotels that the City has bought, but only a few.
