There is a zoning amendment proposed to eliminate the community committee from any development plan approvals on the Southwood Circle site.

Zoning Agreement Amendment - 230 University Crescent - ZAA 2/2025
  • The applicant proposes to remove Clauses (2) and (3) of the Zoning Agreement, which require Plan Approval by the Assiniboia Community Committee for all new development on the subject site. Instead, future development will be subject to Plan Approval by the Director of Planning, Property and Development only.

So what does that tangibly do? Just speed up approvals a bit? Any other benefits?

The RFP for Design Architect for the National Centre for Truth and Reconciliation. It is proposed as a $100m, 75,000 sq ft building. Construction start 2027.

This one is interesting as it says no building shall cast a shadow on the NCTR. Meanwhile the two sites adjacent to it call for buildings up to 25 stories.

What's really meant by 'shadow' in this case? If it's a zero shadow situation, then the development is already a failure.

When I was at the UofM, the NCTR was more of an archive and historical research institution than a museum. It makes sense for it to be close to the UofM and its libraries and collections.

Also the construction of the CMHR destroyed one of the most important archaeological sites in Southern Manitoba. Less than 2% of the site was properly excavated. Would be a bad look to put the NCTR anywhere nearby lol.

That makes a whole lot more sense for Southwood. Didn't realize it was more of a research center.

That's really unfortunate about the CMHR. Less than 2%!? That insane!!

2% of the site or 2% of the excavation that was completed? If they didnt touch the soil, they wouldn't do any archeological work. I thought the arch was was extensive from what I heard, or was that just pandering?

That’s likely the threshold for an archaeological sampling. I’m pretty sure they didn’t cut any corners on that with the CMHR. I believe building plans were altered during the process to remove a lower level to ensure least amount of disturbance took place.
