My opinion is to keep chipping away in order of priority using a traffic/collision/severe collision factor.

More and more people are using the Perimeter for commuting and getting around the city, rather than as a bypass, so having one route fully grade separated only serves those of that side of the city, ignoring more dangerous problems on the other.

I would very much like to see Dugald or Pipeline upgraded before CEMR Carman, or St Anne's before Wenzel or Prairie Dog Central's rail line.

The whole Perimeter should be upgraded eventually, but picking one half to focus on just to check a "Full Freeway" box on an Excel sheet at the expense of more pressing intersections that are riskier for drivers seems short sighted.

Great discussion everyone.

When I raised concurrent projects idea, I wasn't really thinking about pitting 101 against 100. Rather, I was musing if we might see concurrent projects, period. My post wasn't too clear.

In any case, good perspectives shared, thanks.

The collision data may change after some interchanges go in, though.
As the number of intersections decreases, the remaining ones may get more and more dangerous as people might not be expecting them.

Ste Annes is most definitely next after mcgillivray. I'd hope they can run concurrent with some projects on the north perimeter. The red river bridge on the south perimeter is also on the short list for major work. Id think the kenaston interchange would be next.

I know we've chatted priorities all the time. But Pipeline and dugald would be tops on the north perimeter. #6 doesnt seem as bad of an intersection. It was just re-done again so can wait a bit IMO. Pipeline is the shits. My mom drives there daily and something is always going on there.

No question that Pipeline desperately needs to be grade separated, followed by McGillivray & 100. Yes, I know there are proposals in place for the latter. It's just a matter of a few other things that need to be done including funding.

I think it should be ordered in the following with the top as priority:

1. Pipeline & 101
2. McGillivray & 100
3. St. Anne's & 100
4. Wenzel & 101
5. Dugald & 101
6. Kenaston & 100

The sooner Pipeline gets worked on, the better.

McGillivray is more than just a proposal, a builder was just confirmed and property acquisition is set to start. It also survived a government change, since it was the PCs that proposed it initially, so I think it's safely the next Perimeter interchange. I don't think we need to include it in our personal Perimeter Priority Wishlists© anymore.

Just build some kind of freeway for the love of god. Yeah, north perimeter needs this and that, — sakes - finish the south end.

- guy from rural mb that lives in QC that is fed up with this —.

McGillivray they've chosen 3 preferred proponents who are now competing for the job. It's a design build starting in 2026..

They just need to continue on with the south perimeter program. I'd hope after Ste Annes they can do a Kenaston/PR 300/rail overpass project there. But knowing how they've pieced it out, that'll be split up. I wonder if they'll eventually close the Symington Rd access point or actually build an interchange there.

If they can start adding some of the north perimeter project in while keeping up with south, than great.

This is from the provincial budget released yesterday:

Continue to improve the safety and flow of traffic
on the Perimeter Highway, with the finalization of
the North Perimeter Functional design study and
building on the South Perimeter Functional Study
-Construction of St. Mary’s Road Interchange is
near completion
-The PTH 3 (McGillivray Blvd) Interchange is
starting the final detailed design phase
-Initial planning is starting for the PTH 100 at St.
Anne’s Road interchange

It's good to see the government is still committed even though this has all been moving at a pretty leisurely pace. At this rate, the CMA will be over a million long before we have anything more than a few kms of freeway.

It looks like the McGillivray interchange is going as scheduled this year.!

McGillivray wont be starting until next year I thought. They're currently still in the RFP competitive phase of the design-build cycle. It's 1 year behind they're original schedule.

Good news they're still moving forward on Ste Anne's.

I'm hoping they kick start North Perimeter upgrades in the next couple years. Finish the design study in the next few months since they've basically got it done. Then prioritize which projects are first (Ie: Pipeline). Then move forward on either just a normal design-bid-build project or get the design-build process going. Maybe start construction in 3 years if they actually try. Then have this rotating project cycle. One on 101, one on 100 until everything is done.

I am extremely confident that Portage and the Perimeter will get a major rehab before St Annes is addressed. Lots of the advanced work needed for the planned changes there has quietly been going on for a few years already, for example the City of Winnipeg needed to slightly move the bulk water filling station near that intersection, which has been completed. The traffic lights, which had been fairly recently updated, got a somewhat odd second update and rebuild. Now hydro is working on some large scale project near the site.

As most of the work on Portage is going to be repurposing existing infrastructure it is not going to need the same level of investment as a net new grade separation. The challenge I see though is the Assinboine River bridge is going to be where the bulk of the funds need to go. Portage as-is desperately needs a third lane added to the Perimeter. It has a high volume of commercial trucks entering/exiting the Perimeter there and it traffic counts on the Perimeter it is consistently in the top 3 busiest intersections. In the past 10 years it has gone from busy but manageable to busier and bordering on unsafe.

Definitely unsafe. Part of the work in that area that really has been needed for a long time is to finish the headingley bypass/extension of CCW. That should really clean up the traffic situation in the area quite a lot.

Speaking of the Headingley By-Pass while it is mentioned, any word on that part of CentrePort Canada Way extension?

There's a Costco being built near Assiniboia Downs alongside Portage Ave. I have a bad feeling about traffic there. It will probably become another choke point like Route 90, which Highway 1 and Portage Ave itself is already a pretty busy road, connecting downtown Winnipeg and cross country traffic.

I'm pretty sure the new development will coax the province to improve infrastructure in that area. Upgrading the Perimeter @ Portage Interchange to a Parclo A4 or a Diverging Diamond would be a good first step. And hopefully the Headingley Bypass will be built.
