It was sprayed orange since the beginning of May (but no tape at that time).

^ That's true. Over-pruning is very common all over the world by people who don't know what they're doing. The trees get their food source through their leaves. By cutting the vast majority of them off, you're leaving the palm exposed.

Palm skirts with dead palm leaves can be removed, but they do offer protection to birds (and rodents).

if possible, try adding another species ...

I love the palm trees of Vancouver. They add an exotic evergreen touch to the city. /// But they are all windmill palms. /// Could we not try another hardy species? The PINDO PALM is a candidate.
