Some might argue it helps the cause of a potential YVR-FCO, others might argue the opposite. After all, the whole point of a codeshare is so that ITA can put its code on AC flights from YYZ to other North American destinations, most of which it doesn't currently serve. YVR is one such destination. So in doing so, does ITA really need to serve YVR itself?
Not saying this is what I think. Just illustrating both sides of the coin, in regards to this news.

Some of these destinations, ITA will probably never serve. I'm thinking of YOW, YEG, YYC, YYT and FLL. Hence why the codeshare to these places (which make up most of the destinations listed) makes sense. BOS is already served (so the codeshare to BOS tells me the demand outpaces capacity). From the rest, YUL and DFW already have FCO service on other carriers. That leaves YVR and MCO. From the two, I would think YVR would be the first to get FCO service.
The BOS codeshare probably means they don't have enough planes to add capacity there, so I can therefore argue that the codeshare to YVR enables ITA to "enter the market" until it has enough aircraft to fly there itself.
Like I said, both sides of the coin can be argued. It's for you to decide which side YVR falls under.
