Phoenix Sky Harbor International Airport plans to build a new terminal on the airport’s west side, close to where former Terminals 1 and 2 were located before being demolished.

Construction isn’t expected to begin until 2032 because the FAA’s environmental process will take about five years, followed by design work. “I would much rather do it now in a kind of a phased approach, we can always slow down that process if our airlines, or any other entity, or we have a, you know another industry event that slows down our growth, for whatever reason, we can always pause, but we can't’ get that time back,” Aviation Director Chad Makovsky told the City Council Tuesday.

Councilwoman Ann O’Brien, whose district includes Taiwanese chip manufacturer TSMC, asked if future plans will include a dedicated terminal to international travelers. Makovsky said international flights account for 6% of Sky Harbor traffic.

“So many of our airlines serve both domestic and international destinations at the same time and so that's why what we're proposing is, we have an international concourse at Terminal 4 today, we need to recognize the growth in international in Phoenix, and so what we intend to do is really look at an international facility in the new terminal as well,” he said. “So, there'll be two terminals that have international operations within the airport.”

Makovsky said other projects are underway, including a new concourse at Terminal 3 and a post-security walkway between Terminals 3 and 4. “We’'ll be investing more than $3.5 billion over the next six years, which amounts to — it's really a staggering number when you start talking about billions — it amounts to roughly $1.6 million in investment every single day over the next six years,” he said.

To cover infrastructure costs, Sky Harbor relies on passenger facility charges, bonds and federal tax dollars. In 2022, Sky Harbor was the busiest three-runway airport in the world and in 2023, it reported more than 48 million passengers.

According to this article, China Airlines has closed booking for CI 6 (TPE-LAX) 2 days ago in preparation for a new flight to Phoenix in December. Inaugural date to Phoenix starts on December 3 and routing should be TPE-PHX-LAX-TPE.

Wow, no Asian service to two in a couple days. Crazy.

Of days. Crazy.
Insane right! I posted on airliners some concerns I have. The China Airlines route will be a triangle route TPE-PHX-LAX-TPE. Only TPE-PHX is non stop and returns as PHX-LAX-TPE one stop service via LAX

If China Airlines sticks to the current LAX schedule (early arrival/departure) this means this flight is not for XXX-TPE-PHX connections, only HKG is an option. Even PHX-LAX-TPE has no connecting options with 9:30pm arrival into TPE.

This may mean China Airlines is targeting cargo and O&D only. If this is the case, Starlux can still work as they will offer connections on the to/from TPE end. None of this takes into consideration on what XXX-PHX offers with WN new partnership with CI.

The flight being moved has the current schedule for Q4 from LAX before the PHX tag/change is added

CI006 TPE1655 – 1220LAX 359 357
CI005 LAX1450 – 2130+1TPE 359 357

I’ve been reading the posts on Airliner.net too. This does seem very odd. Feels like a TSMC cargo play. My handle on Airliners is Bagjockey. I have a few posts.

Doesn’t makes sense! Why they can’t have nonstop flights from PHX to TPE? I just don’t understand why they can’t get a nonstop flight from PHX to TPE. Is that only for Starlux will have nonstop flights to TPE, but not going to LAX.

This is correct. Both T4 and West Terminal will have CBP facility, not other terminal will have customs. Only T4 and West Terminal.

No, the old terminal 2 is gone. They don’t have customs. Only at T4. Soon new west terminal will have customs in place for international flights.

I think you missed my meaning I was saying the "west terminal" or (Maybe it will be called Terminal 2)

The Existing Customs area is getting an expansion and redo of its facilities the west terminal will eventually have a new dedicated customs area like 10 years from now.

China airlines doesn’t have enough planes to dedicate to do a non-stop at this time but they want to start somewhere. Once they get some planes delivered it will most likely go to a dedicated non-stop.

So nice that it is confirmed. Now if we can get China Airlines locked down. Plus with Japan Airlines ordering new planes maybe we can get service to Tokyo. A man can dream….

Thank you for posting the schedule. Isn’t this meant the gate will be tight, but BA will arrived second, and Starlux will arrived early. Depends if the gate available is open. Gate B23 and B25? AA won’t have LHR flights during the winter seasonal. Due to slow travel. They will be able return in Spring 2026.

I am hoping Sky Harbor will work things out before these flights become reality, so existing gates on T-4 can be laid out to handle the new load, with the proximity of these flights. It will be a nightmare to clear customs.

What does sky harbor do if the China Airlines flight comes to fruition? Or another international carrier? How does a airport plan for this?

Not yet, remember this is just GDS loading which is likely getting ready for the official announcement. From someone on airliners.net they were invited to a Starlux event in Phoenix this coming Monday. So, stay tuned!

Official announcement from China Airlines, I assume the city will make an announcement today, if not it’s official per/by China Airlines now. Now waiting for Starlux official announcement.

Quote:
The China Airlines Taipei-Phoenix service will depart every Wednesday, Friday, and Sunday. The outbound flight CI036 from Taipei to Phoenix will depart from Taoyuan International Airport at 10:55 local time and fly non-stop to Phoenix before landing at 08:00 local time. For the return leg, flight CI035 from Phoenix to Taipei will depart at 11:55 local time andr make a stopover in Los Angeles at 12:20 local time, before continuing onto Taipei and arriving at Taoyuan International Airport at 21:30 local time on the following day.

Many connecting flights pass through Phoenix as it is a key gateway to the American Southwest. China Airlines has partnered with Southwest Airlines, the largest domestic carrier in the U.S. in terms of network size, to build a comprehensive trans-Pacific transfer network. Phoenix is a key airport hub for Southwest Airlines with more than 30 flights taking off or landing each hour during peak periods. Thanks to the excellent timing of China Airlines’ CI036 Taipei-Phoenix service, travelers can easily take advantage of interline ticketing to transfer to their connecting flight and reach more than 30 inland American cities, all within the same terminal. The convenience of luggage checked-through to the final destination means more options and flexibility on choice of flights as well.

Interesting that STARLUX is already bumping to 4x weekly in March. Hoping that’s a function of demand over optimism.

It was initially announced 3-4 weekly subject to demand, however Starlux has yet to put their flights on sale or have any official announcement. I think that will happen this weekend or Monday after their event.

I still think its funny, TYO has always been the target, instead PHX gets two Taiwanese carriers LOL.

I do wonder if this may push away Japan Airlines from starting flights now.

No kidding right. Especially with Japan Airlines being in one world. We know AA will never give PHX any love and start a flight to TYO.
