I think the retail "failure" boils down to the configuration (as much of it that we have seen so far, since we haven't seen how the food court space would connect in to the Atrium, if it does).
I suspect that the City mandated that there be exterior retail to "activate" the street, which diluted any critical mass of retailers facing into a mall or their "Atrium".
The Atrium has Loblaws and Evolve access, but otherwise just has cafes and food services kiosks (not retailers selling goods) which just rely on convenience.
The design of the Atrium also gives it a vast "empty" feeling (big trees would help). Maybe to recall the Post Office main hall.
There are so many cafes around downtown that no one is going to make The Post a destination for those kiosks.
While Evolve may provide spin-off business to the kiosks, Loblaws wouldn't (people carrying bags of groceries don't usually stop for a coffee), and with its food offerings, is a competitor.
But getting national retailers to lease space well away from the downtown shopping areas would have been a challenge from day one, even for QuadReal.
